U.s.-Mexico-Canada Trade Agreement
The Government of Canada noted that “THE results of CUSMA preserve key elements of long-term trade relations and contain new and updated provisions to address 21st century trade issues and foster opportunities.” U.S. dairy farmers will have new export opportunities to sell dairy products in Canada. Canada will provide new access to U.S. products, including liquid milk, cream, butter, skimmed milk powder, cheese and other dairy products. It will also eliminate its tariffs on whey and margarine. For poultry, Canada will provide new access to chickens and eggs in the United States and increase access for turkeys. Under a modernized agreement, all other tariffs on agricultural products traded between the United States and Mexico remain zero. A new addition to the USMCA is the inclusion of Chapter 33, which covers macroeconomic policies and exchange rate issues. This is considered important because it could set a precedent for future trade agreements.  Chapter 33 sets out requirements for currency and macroeconomic transparency that, in the event of a breach, would be grounds for litigation under Chapter 20.  The United States, Canada and Mexico currently meet all of these transparency requirements in addition to substantive policy requirements that comply with the international Monetary Fund`s articles.  Trade policy is a subject that does not necessarily come to mind when we think of the FDA.
But in fact, there are two reasons why the FDA is closely following trade policy: protecting our rules and authorities and using trade agreements as a vehicle to promote public health. The United States, Mexico and Canada updated NAFTA to create the new USMCA. The USMCA is mutually beneficial to workers, farmers, farmers and businesses in North America. The new agreement, which came into effect on July 1, 2020, will create a more balanced trading environment, support high-paying jobs for Americans and allow the North American economy to grow. NAFTA has three primary dispute resolution mechanisms. Chapter 20 is the settlement mechanism for countries.
